The Association also offers many programs for the benefit of county government, such as a County Joint Bid Program and a program allowing counties to offset state income tax refunds for collection of certain debts owed to counties. A leadership program known as PLAN was initiated in 2014 for commissioners elected to a second term in office, with the inaugural class completing the program in August 2016.

To provide the best benefits to taxpayers and county employees, many of the counties participate in the Association’s self-funded insurance programs. Workers’ compensation insurance and liability insurance are provided through these efficient, county-run insurance programs. Beginning in 2016, the liability insurance fund also offers property insurance coverage.

In the United States military, the Army Court of Criminal Appeals (ACCA) is an appellate court that reviews certain court martial convictions of Army personnel.

Before the Uniform Code of Military Justice (UCMJ), Army courts-martial were prosecuted using the Articles of War. The Articles of War were initially established in 1775 and amended most extensively in 1874. Military justice lacked uniformity and some sentences were excessive. There was no system of appellate review. The commander, as reviewing authority, conducted the only post-trial examination of the record of trial in peacetime.

On August 23, 1917, in Houston, Texas, African-American Soldiers of the 24th Infantry rioted, killing fifteen white men, including civilians, police officers and National Guardsmen. In November 1917, sixty-three African-American Soldiers were court-martialed in the largest murder trial in American history. Fifty-eight were convicted. Thirteen of the convicted Soldiers were sentenced to death. Article 48 of the Articles of War authorized the command to carry out death sentences without submitting the case for further review or confirmation. The thirteen Soldiers were hanged the next day with no appellate review and no clemency.

The Houston riot and ensuing executions exposed the lack of appellate review in court-martial proceedings. Soon after the executions, the War Department promulgated General Order No. 7 on January 17, 1918, requiring the execution of any sentence involving death or dismissal of an officer to be suspended pending review and a determination of legality by the Office of the Judge Advocate General.

In The Beginning

On December 1, 1981, Robert S. Banks, then general counsel of Xerox Corporation, hosted a luncheon that would change the legal profession. Conversation ranged from the changing role of general counsel to whether resources available from national, state, and local bar associations were adequate for in-house counsel. Those in attendance agreed that while there were considerable resources for lawyers practicing in firms and working in government, there were not enough resources for in-house counsel.

In addition, in-house counsel had very few networking opportunities. Although several American Bar Association committees attempted to address some corporate practice issues, they were neither for nor made up of in-house lawyers. No organization really represented the specific interests of in-house counsel.

Gray Castle, former general counsel of Xerox, Cigna, and the Mutual Life Insurance Company of New York, as well as a past partner in major law firms, remembers, “[We needed] a national organization, especially one that would help raise the sights of in-house counsel and provide a unified voice for our profession. It was not until the 1981–1982 meetings, however, that things really got rolling.”

Advanced Composite Cargo Aircraft (ACCA) is a twinjet transport aircraft. It is a project of the United States Air Force Research Laboratory (AFRL).

In the mid-1990’s, the Air Force Research Laboratory (AFRL) acknowledged that even though there was tremendous potential for the incorporation of advanced composites to reduce aircraft structural weights compared to conventional metal structures, the industry was hesitant to implement them in new aircraft.

As a result of this hesitation, AFRL launched the Composites Affordability Initiative (CAI) to address the perceived risks and barriers. Government labs including NASA worked collaboratively with industry to develop advanced materials and manufacturing technologies. This10-year AFRL-led research and development effort ultimately led to the Advanced Composite Cargo Aircraft (ACCA) experiment.

The ACCA was conceived by AFRL as a fast-track, low-cost development effort. ACCA was designed in 5 months, then built and flown 20 months after the go-ahead at half the estimated cost of a conventional design of the same size.

Interestingly, the ACCA started out as a Dornier 328 regional airliner whose fuselage and vertical tail were removed and replaced with a new all composite design structure specifically tailored for the air mobility mission.

The Annandale Christian Community for Action, incorporated as ACCA, Inc., is an alliance of 26 churches in the Annandale community and adjacent areas. ACCA is governed by a Board of Directors made up of Official Representatives (OR’s) from member churches. The Board and its elected officers (list of former & current presidents) meet monthly to review and guide assistance programs. Church and private contributions, foundation and government grants basically fund ACCA. Apart from its Child Development Center, there is no paid staff and no charge for ACCA program services. As a 501 (c) (3) organization, all contributions and donations of goods to ACCA are tax deductible.
