The National Disaster Response Force (NDRF) is India’s specialised force for responding to natural disasters and chemical, biological, radiological and nuclear defense (CBRN) emergencies. The force was constituted under the Disaster Management Act of 2005. NDRF is a force of 12 battalions, organised on para-military lines, and manned by persons on deputation from the para-military forces of India: three BSF, three CRPF, two CISF, two ITBP and two Sashastra Seema Bal. The total strength of each battalion is approximately 1,149. Each battalion is capable of providing 18 self-contained specialist search and rescue teams of 45 personnel each including engineers, technicians, electricians, dog squads and medical/paramedics. In addition to being able to respond to natural disasters, NDRF has four battalions capable of responding to radiological, nuclear, biological and chemical disasters.

It provides a flexible structure that enables disaster recovery managers to operate in a unified and collaborative manner. The NDRF focuses on how best to restore, redevelop and revitalize the health, social, economic, natural and environmental fabric of the community and build a more resilient nation.

The NDRF is a first step toward achieving a shared understanding and a common, integrated perspective in order to achieve unity of effort and to build a more resilient nation.

The National Defense Reserve Fleet (NDRF) consists of “mothballed” ships, mostly merchant vessels, that can be activated within 20 to 120 days to provide shipping for the United States of America during national emergencies, either military or non-military, such as commercial shipping crises.

The NDRF is managed by the U.S. Department of Transportation’s Maritime Administration (MARAD). It is a different entity from the United States Navy reserve fleets, which consist largely of warships.

As part of its Strategic Sealift operations, MARAD manages and maintains a fleet of inactive, Government-owned vessels known as the National Defense Reserve Fleet (NDRF), which provides a reserve of approximately 100 vessels — mostly military-useful cargo and tanker ships — ready to support national defense and emergencies. The NDRF also includes the military-focused Ready Reserve Force (RRF) and facilitates vessel loans, donations, and disposals, as well as artifact management and merchant marine training.
