PURA scheme is the concept that is presented by Dr Kalam in Indian national science congress in the 90th conference which was held in Chandigarh in January 2004. Pura scheme is the shorter version of providing amenities to all rural areas. Tackle the problem of the rural regions by migrating people from urban to rural areas. It provides the basic needs to rural areas like right roads and drinking water accessible to all people, even in remote villages also.
The ministry of rural areas and the government of India has re-launched the scheme by giving all provisions to rural areas. PURA scheme is under the hands of public-private projects between all the local authorities like gram panchayat and private sector partners. These schemes mainly focus in particular, providing benefits like rural infrastructure, the development of economic re-generation activities.
PURA scheme is the first attempt in the event by the government to all the rural areas by delivering basic amenities and infrastructure to remote the rural areas. All these efforts are directed to obtain the dual benefits like the efficient implementation of agricultural infrastructure and providing the efficiencies in the management of assets and delivery of services to rural areas.

Public Utilities Regulatory Analyst (PURA) performs technical research, analysis and development on a wide variety of issues pertaining to public utilities or transportation regulation.
This series specification describes five levels of regulatory analysts used within the Public Utilities Commission ranging from the entry level to the highest level of technical advisor to the Commission on program and policy issues. Incumbents in this series perform technical and analytical research work as well as consultative and advisory services in the areas of economic, finance and policy. The term research, as applied to this class series, is defined as the study and interpretation of theory, application of theory to public utilities and transportation regulation and qualitative/quantitative evaluation of the extent to which a theory correctly characterizes real situations. Incumbents analyze, evaluate, develop and recommend sophisticated research methodologies and innovative alternatives on a wide range of regulatory issues. They review and evaluate proposed legislation and advise the Commission on the potential impact of legislation; provide expert advice and present testimony in support of results of completed studies before the Commission, public interest groups, the regulated industries, various governmental agencies as well as the Legislature.
