The Full Form of IPPE is Integrated Participatory Planning Exercise.
The IPPE (Integrated Participatory Planning Exercise) is a national initiative by the Ministry of Rural Development to involve all villagers in the annual MGNREGA planning process. However, socially excluded groups are still often left out of this process. PACS has been working with state governments and civil society partners to develop a more inclusive process, and recommendations from this work have been included in the national training guidelines for IPPE trainers. In total, PACS partners have carried out 2972 inclusive IPPEs.
MGNREGA (the Mahatma Gandhi National Rural Employment Guarantee Act) is a government employment scheme that guarantees rural households 100 days of paid work every year doing unskilled manual labour.
Under the Act every Gram Panchayat (village council) should have an annual MGNREGA plan that includes enough money to pay every MGNREGA-registered family, a list of all the projects that need to be carried out in the community along with project plans.
The planning process is an opportunity for community members to identify projects or issues that they think need addressing. For example, building new wells, repairing roads or irrigating farmland.
